Resolution 23-06: Regarding Measure 110

 

IT IS HEREBY RESOLVED, that the Libertarian Party of Oregon supports all efforts toward complete drug legalization, to remove all barriers to new treatment facilities, and that so long as the state maintains a monopoly of the criminal justice system, calls upon the governments of Oregon to arrest and prosecute all crimes against persons or their property.

Libertarian Party of Oregon Public Policy Board Resolution 23-04 Concerning Central Bank Digital Currencies

Whereas, we support the right of all people to use alternative monies, currencies, ledgers, and systems, either public or private, to the US Dollar in their transactions.

Whereas, we find the creation and use of Central Bank Digital Currencies by governments or corporations as a horrific threat to human liberty and prosperity due to their potential for surveillance, coercion, and theft by those who control it.

Whereas, individuals have a right to make exchanges anonymously and transact in any manner they wish if they are not violating the rights of others.

IT IS HEREBY RESOLVED: The Libertarian Party of Oregon opposes Central Bank Digital Currencies.

Resolution 23-02 Concerning the Rage Against the War Machine Anti-War Rally

Oregon: The Libertarian Party of Oregon Public Policy Board announced Resolution 23-02 Concerning the Rage Against the War Machine Anti-War Rally, a resolution voted on by the elected Public Policy Board. 

This resolution declares: 

Further escalation in Ukraine risks the possibility of an all-out war between NATO, Russia, and Russia’s allies. Furthermore, The Libertarian Party of Oregon Public Policy Board gives Will Hobson permission to act as representative of the Libertarian Party of Oregon in attending the Rage Against the War Machine Rally

“The Libertarian Party of Oregon is strongly opposed to this war,” says Sonja Feintech, Public Policy Board Secretary at the Libertarian Party of Oregon. “Our government is engaging in an undeclared war, illegally bypassing our congress and burdening citizens with unrepresented taxation.”

Resolution 23-01 Concerning Childhood Sex Changes and Transitional Hormone Therapy

The Libertarian Party Platform Planks 1.1, 1.5 and 2.13 encompass Parental Rights, Self-Ownership and Healthcare, adopted in 2016 as reaffirmed in Convention, May 2022.

Oregon: The Libertarian Party of Oregon Public Policy Board announced Resolution 23-01 Concerning Childhood Sex Changes and Transitional Hormone Therapy, a resolution voted on by the elected Public Policy Board. 

This resolution declares that whereas children are unable to consent, surgery and hormone therapy causes irreversible harm that is tantamount to child abuse.

“It is already illegal for parents and caretakers to abuse their own children,” says Sonja Feintech, Public Policy Board Secretary at the Libertarian Party of Oregon. “We have very strong laws already in place to criminalize the abuse of children and the level of harm that irreversible gender surgery and hormone therapy qualifies as abuse, one hundred percent.”

This resolution includes:

Whereas, children are not capable of consent; this is why we call them children (and not adults). 

Whereas, Libertarians fully support the right of adults to transition or undergo any medical treatment they desire to. We support all members of the LGBT+ community to live their lives as they see fit. All individuals have the same rights. 

Whereas, child abuse consists of any act of commission or omission that endangers or impairs a child’s physical or emotional health and development. Child abuse includes any damage done to a child which cannot be reasonably explained and which is often represented by an injury or series of injuries appearing to be non-accidental in nature.

IT IS HEREBY RESOLVED, the Libertarian Party of Oregon considers both transitional hormone therapy and surgical gender re-assignment surgery on children to be child abuse.

Resolution 22-06 Concerning Corona Vaccine and Injection Mandates

Libertarian Platform Plank 1.1 on Self Ownership states: 

“Individuals own their bodies and have rights over them that other individuals, groups, and governments may not violate. Individuals have the freedom and responsibility to decide what they knowingly and voluntarily consume, and what risks they accept to their own health, finances, safety, or life;” 

Oregon: The Libertarian Party of Oregon Public Policy Board announced Resolution 22-06 Concerning Corona Vaccine and Injection Mandates, a resolution voted on by the elected Public Policy Board. 

This resolution declares:

• The currently available scientific evidence does not support a public health benefit of mandated corona injections for children and adults and raises serious potential such policies will cause net harm to the individual and public health of Oregonians,
• The Constitution of Oregon delegates lawmaking authority to elected representatives of the People of Oregon, not unelected technocrats subject to regulatory capture at the Oregon Health Authority rubber-stamping the recommendations of industry insiders at OIPAT,
• The Oregon Immunization Policy Advisory Team lacks true diversity, including input from vaccine critics, health freedom/libertarian organizations, organizations for the support of vaccine-injured Oregonians, and alternative medicine/naturopathic practitioners,
• Principles of good government include the adoption of sunset clauses with new administrative rules, including new vaccine mandates in order to force their periodic review post-adoption, and
• The adoption of a public school mandate policy runs counter to the Oregon Health Authority’s stated equity goals, as only parents capable of affording private school tuition can escape the Oregon Health Authority’s harmful policy;
  

“The government has a very poor track record of making decisions for the public good when given unrestrained power, ” says Sonja Feintech, Public Policy Board Secretary at the Libertarian Party of Oregon. “The creation and reign of OHA in particular is a great example of unelected officials making health requirements and mandates that have long term repercussions with zero recourse for Oregon citizens. ”

This resolution includes:

Oregon has a long history with harmful health mandates often targeting vulnerable communities, including forced physical and chemical castration of homosexuals, mandated prefrontal lobotomies, mandated sterilization of the “feeble minded,” mandated electroshock therapy, forced psychiatric medicating of schoolchildren with Adderall and Ritalin, forced administration of AZT to babies born from HIV positive mothers, and involuntary fluoridation of water supplies.

Corona injection manufacturers, including Pfizer, have made generous political contributions to Oregon politicians, creating a conflict of interest in the administration of public policy contrary to the benefit of the People of Oregon.

As of November 11, 2022, the Vaccine Adverse Event Reporting System lists 32,200 corona injection associated deaths and 183,165 corona injection associated hospitalizations

IT IS HEREBY RESOLVED the Libertarian Party of Oregon opposes all vaccine and injection mandates – both public and private – including proposals to add corona injections to OAR 333-050-0050;

Resolution 22-05 Concerning Oregon Measure 114

Oregon: The Libertarian Party of Oregon Public Policy Board announced Resolution 22-05 Concerning Oregon Measure 114, a resolution voted on by the elected Public Policy Board. 

This resolution declares:

Measure 114 is incompatible with the Constitution of Oregon, Article 1, Section 27 and the Constitution of the United States, Amendment 2; and

Measure 114 is poor public policy and runs contrary to Libertarian Principles; and

Measure 114 is poorly written, unfunded, and was unfairly presented to the voters.

“The Oregon constitution in particular is very clear on gun ownership and our constitutional rights as Americans but also as Oregonians, ” says Sonja Feintech, Public Policy Board Secretary at the Libertarian Party of Oregon. “The Libertarian Party of Oregon supports legal actions against what is clearly a gun grab, antithetical to the cause of liberty.”

This resolution includes:

The Libertarian Party of Oregon supports the legal action of the Oregon Firearm Federation and the Sherman County Sheriff against Measure 114 and the Libertarian Party of Oregon is authorized to submit an amicus brief in support of the lawsuit.

IT IS HEREBY RESOLVED  the chair of the Public Policy Board may designate individuals to speak for the Libertarian Party of Oregon to the contents of this resolution in the administrative rulemaking process for Measure 114 and before legislative committees considering revision, modification, or repeal of all or parts of Measure 114.

Public Policy Board Vacancy

If you are interested in being considered for the vacant voting member position on the LPO Public Policy Board, you are welcome to attend the next meeting, which is being held via Zoom on Wednesday, February 22, 2023, at 7pm. You will be allotted at least three minutes to speak to the rest of the PPB before a vote occurs. We will likely begin this process towards the beginning of the meeting.

Article 6 – Public Policy Board

Sec 1: Composition

A. Eligibility

1. To stand for election to or remain a member of the Public Policy Board, a person must meet the same qualifications as those set for the Board of Directors, and must pledge in writing “I hereby certify that I do not believe in or advocate the initiation of force as a means of achieving political or social goals.”
2. No person may simultaneously be a voting member of the Board of Directors and a voting member of the Public Policy Board.  One position must be resigned before that person may exercise their vote in the other.  A person elected simultaneously to both boards may resign from one before the start of their term, allowing election runners-up to earn the position as if the resigning person had not been a candidate.
3. A person who no longer meets the eligibility requirements to serve is automatically and immediately removed from the Public Policy Board.
4. A member of the Public Policy Board who fails to attend two regularly scheduled consecutive meetings may be removed by a two-thirds vote at the next meeting.  If then present, the member facing removal may not vote on this question.

B. Maintenance

1. The Public Policy Board shall be elected by the LPO membership at large, using the same schedule, voting method, electors, and balloting as for the election of the Board of Directors.
2. The Public Policy Board shall have 11 members, whose terms start and end concurrently with the those of the Board of Directors.
3. Vacancies may be filled by appointment by the remainder of the Public Policy Board.
4. Vacancies persisting for more than 90 days may be filled by appointment by the Board of Directors.

C. Non-voting Members

The Public Policy Board may appoint or remove non-voting members to serve as advisers, writers, subcommittee chairs, or any other role they deem useful to the business of the Public Policy Board.  Non-voting members enjoy every privilege of membership on the Public Policy Board except voting.

Sec 2: Authority

A. Duties

The Public Policy Board shall:

1. in their first meeting of a new term, select from among the regular members a Chair and Secretary.
2. submit written meeting minutes to the Board of Directors within one week of adoption.
3. advise the Board of Directors on the exercise of its power in Article 8, Sec. 1 (A) to choose a nominee for election to public office.
4. maintain records of public policy positions adopted in convention.
5. maintain the public policy platform.
6. oversee public communications related to LPO public policy positions and platform.

B. Powers

The Public Policy Board is empowered, with a two-thirds quorum requirement, to:

1. upon a three-fourths vote, adopt positions on specific matters of public policy.
2. upon a three-fourths vote, create and amend the public policy platform of the LPO.
3. upon a three-fourths vote, issue candidate and ballot measure endorsements.
4. upon a three-fourths vote, approve statements for the Voters’ Pamphlet in support of or in opposition to ballot measures.
5. approve a political party statement for the Voters’ Pamphlet.
6. upon a two-thirds vote, provide feedback and public testimony on legislative bills and administrative rules, or authorize LPO members to do so.
7. recommend LPO members to serve in government organizations.
8. recommend LPO members to fill vacancies in public office.
9. veto the nomination of any non-member of the LPO to election for public office.
10. veto the nomination of any LPO member to election for public office, but only with the concurrence of the Board of Directors, and requiring a two-thirds vote of each board.
11. delegate any of these powers to subcommittees, the motion to do so being subject to the same vote margin requirement as the power(s) thus delegated, and to set the policies by which the subcommittee members and leadership are seated.

C. Exclusions

The Public Policy Board has no authority to:

1. conflict with the Libertarian Party Statement of Principles.
2. conflict with public policy positions adopted in convention.

D. Funding

The Public Policy Board may request funding from the Board of Directors to:

1. pay for approved Voters’ Pamphlet statements.
2. transfer to an LPO nominee or their candidate committee.
3. transfer to a political action committee that is not a candidate committee.
4. fund other political advocacy of the LPO.

Sec 3: Transition

The officers of the outgoing Public Policy Board shall convey to the incoming members pending business items, unapproved minutes, recent drafts, and any other materials they deem to be of importance or urgency. These items shall be conveyed no later than the date of the incoming Public Policy Board’s first meeting, which in turn shall be no earlier than the corresponding transitional meeting of the Board of Directors that marks the beginning and end of the term of office.

Sec 4: Meetings

The Public Policy Board must adopt a policy establishing regular meetings.  In the absence of such a policy, the Public Policy Board meets at the call of its Chair.
